- City of Oshkosh Common Council approved a plat for 18 single-family residential development lots on the 2.8-acre site of the former Washington Elementary School. The city purchased the defunct property from the school district in September. The lots – which range from 5,500 square feet to nearly 9,800 square feet in size – will be developed by the city with utility laterals. Nine of the parcels will be sold to Habitat for Humanity, while the remaining nine parcels will have homes constructed by a city-contracted builder during 2025 and 2026. Residents must meet certain income qualifications to purchase the owner-occupied homes.
- Oshkosh Area School District set an April 1 public referendum for $198 million building plan across the district that would primary construct a new middle school at the site of the existing Jacob Shapiro Elementary School. The plan also includes additions and renovations at Carl Traeger, Franklin and Oakwood elementary schools; a conversion of Perry Tipler Middle School into a pre-kindergarten center and recreation department offices; an addition and renovations for an auditorium at North High School; and various smaller districtwide site improvements.
- Rates for the City of Oshkosh stormwater utility increased by 2.5 percent in January, from $19.81 for every equivalent run-off unit (ERU) to $20.32 per ERU. Every property owner in Oshkosh – including those exempt from paying property taxes – are assessed a monthly fee by the city’s stormwater utility. For non-residential properties such as commercial and industrial real estate, the number of ERUs on a property is determined by dividing the impervious area of the parcel – most often the building footprint, parking lot and sidewalks – by 2,817 square feet. The increased revenues are expected to fund the current detention basin project for the Sawyer Creek Watershed.

WISCONSIN and US EMPLOYMENT DATA
Wisconsin’s December 2024 unemployment rate held even from the same period a year earlier at 2.9 percent. During December, there were 3,061,701 state residents working, gaining a total of nearly 30,000 more workers than in December 2023. The national unemployment rate for December was 3.8 percent, down a jump from the November jobless rate of 4.2 percent but up from the 3.5 percent rate posted in December 2023.

OSHKOSH DECEMBER 2024 UNEMPLOYMENT RATE RISES
Unemployment rates ticked up slightly across Oshkosh and Winnebago County during December, reflecting a general trend across the New North region and nationally, as reported by Wisconsin Department of Workforce Development (DWD).

CITY OF OSHKOSH EMPLOYMENT DATA
The city’s unemployment rate for December posted at 2.7 percent, up a notch from 2.6 percent in both November as well as December 2023. Oshkosh recorded total employment of 34,216 in December, up about 130 positions the same time a year ago. Total labor force numbers in December were 35,183 workers, an increase of more than 200 available workers from the same period a year earlier.

WINNEBAGO COUNTY EMPLOYMENT DATA
Winnebago County’s unemployment rate for December 2024 was 2.6 percent, a slight nudge up from 2.5 percent recorded in December 2023 and an increase from 2.3 percent just a month earlier. There were 91,462 Winnebago County residents working this year, up 345 employed residents compared with December 2023. The county’s labor force also increased by more than 400 people over the course of the past year from 93,455 in December 2023 up to 93,857 workers this past December.

2025 Business Outlook Survey Results

Education & Talent Development

The Education department has been busy this past month beginning efforts to put together an Aviation Exploration day for high school students to tour some of our local facilities, as well as working on details for an upcoming spring hiring event.
The Senior Talent Track event will look a little different this year as it joins forces with the Fox Valley Workforce Development Board to allow more student exposure and less time commitments to our local businesses. The event will be known as the Student Talent Track and will include a resume preparation workshop and attendance at the Oshkosh Area Employment Fair. The fair will from 10am-1pm on May 7th at the Sunnyview Expo Center.
There will also once again be an area for the students to apply for jobs while on site with the help of local HR professionals. Leadership Oshkosh Class of 2025
January was Business Day for Leadership Oshkosh. The class started with a panel discussion at UWO with Tim Bleck-SVP of Oshkosh Corporation and Oshkosh Defense; Carla Kelly-Chief Medical Officer, Advocate Aurora: Sara Muhlbauer-CEO Lakeland Care, Inc.; Chris Nimis-Vice President of Product Management, Amcor. Next there were company site visits at 4imprint, Blended Waxes, Castle Pierce, Muza Metal and Silver Star Brands. The panel was moderated by Dean Frank Braun-School of Business, UWO.
The afternoon was spent at the Oshkosh Corp Test and Development Center where the class got to experience a vehicle demonstration. Discussions throughout the day were around the impact of AI-challenge or opportunity. How do leaders influence organizational culture and how does culture influence leaders? And of course, the positive impact of community engagement. Thank you to all the leaders and companies for participating on this day showcasing the vibrant Oshkosh Business Community.

The January Ideas Amplified event at The Waters in Oshkosh was a success, with around 34 attendees. The tech deck presentation provided valuable insights, and many enjoyed trying out virtual reality headsets for job simulations.
Special thanks to AJ Villarreal and Pat Salstrand from Transfr for their informative session. We also appreciate The Waters for hosting and La Sure’s catering for the delicious food.
Overall, it was a fantastic evening of networking, learning, and experiencing new technology.
