Economic Development

  • The City of Oshkosh adopted the Passport Labs digital parking system in April which allows drivers to apply and purchase permits online while linking them virtually to license plates. Business owners can issue parking codes to customers for complimentary short-term parking, while users can pay or appeal citations online at https://oshkoshwi.rmcpay.com/. The pricing structure for city-owned parking lots is $3 for a daily pass, $30 for a monthly pass, and $360 for an annual pass. Daily paper permits are no longer being sold but current green daily paper permits remain valid until Aug. 31.

 

  • Two new Tommy’s Express Car Wash facilities are under development in the Oshkosh area. The first location under construction is at 2100 Omro Road in the Town of Algoma, on the site of the former Westgate Plaza retail center. That car wash is expected to open in early fall. The second is on the site of the former Applebee’s Grill at 1700 S. Koeller Street. Construction on that car wash will begin later in 2025.

 

WISCONSIN and US EMPLOYMENT DATA 

 

Wisconsin’s March unemployment rate ticked down a notch to 3.7 percent after posting a 3.8 percent rate in February. It’s higher than the March 2024 unemployment rate of 3.5 percent. In March, there were 3,040,169 state residents working compared with 3,055,712 during the same month last year, a loss of more than 15,500 jobs statewide. The national unemployment rate for March was 4.2 percent, a steady decline from the February jobless rate of 4.5 percent.

OSHKOSH MARCH 2025 UNEMPLOYMENT RATE RISES 

 

The unemployment rate in Oshkosh decreased slightly in March 2025, bucking the trend among most communities where unemployment rates increased from a year ago, as reported by Wisconsin Department of Workforce Development.

CITY OF OSHKOSH EMPLOYMENT DATA 

 

The city’s unemployment rate for March was 2.9 percent, holding steady with the February mark and just a notch below the March 2024 rate of 3.0 percent. Oshkosh recorded total employment of 34,250 in March, an increase of nearly 450 positions from the same time a year ago. Total labor force numbers in March were 35,278 workers, a decrease of more than 400 available workers from March 2024.

WINNEBAGO COUNTY EMPLOYMENT DATA 

Winnebago County’s unemployment rate for March was 3.1 percent, down slightly from 3.2 percent in February but up a tick from the 3.0 percent rate posted in March 2024. Total employment of 89,458 positions across Winnebago County was down more than 900 jobs from March 2024 employment numbers of 90,359. Winnebago County’s overall labor force.

"American Voters Will Support Lawmakers Who Back Permanent Tax Relief"

A new U.S. Chamber of Commerce survey reveals overwhelming public support for making the 2017 Tax Cuts and Jobs Act (TCJA) permanent. Absent congressional action, most of the pro-growth reforms in the TCJA will expire at the end of this year and trigger the largest tax increase in American history.

Shannon Seaman, our Education, Talent and Tecnology Development Director, spent Tuesday, April 29th in Wausau testifying to the Wisconsin Joint Finance Committee with OASD Superintendent Bryan Davis, and Executive Director of Business Services, Drew Niehans, advocating for increased funding for special education. Public schools in Wisconsin currently are reimbursed only 29% of any additional costs associated with services needed in educating students with special needs. School districts across the state are asking for an increase up to 60% to help offset the large transfers from their general funds that currently need to happen to support the special education program. Student Talent Track 

Approximately 20-25 students from our local high schools will be attending the Fox Valley Workforce Development's Oshkosh Employment Fair on May 7th with resumes in hand to look for career worthy jobs after graduation or possible Youth Apprenticeship opportunities! They will also have the opportunity to apply while on-site in our staffed application center. If you know a student who would benefit from joining us, please have them email shannon@oshkoshchamber.com. Amplify

Our 10th annual Amplify IT "big" event was held on April 8th at the UWO Culver Family Welcome Center! We had 120+ registered guests join us in learning about What is Next in AI. The program was a great mix of information and demonstrations teaching us about everything from machine learning in a manufacturing setting to incredible applications of AI being used in Healthcare education.
